The Bi-State Literacy Council has members and is governed by a 21-member Board with representatives from the six counties and At Large members to represent all interests of the coalition. The Council’s primary activities support literacy programs and individual literacy students in the organization’s service area. The Council’s major fundraising event is the Winter Blast for Literacy that is held in February each year. The Council participates in other charitable fund-raising events such as the Birdies for Charity, the Younker's Community Day Sale, etc., whenever the opportunity arises.

The Bi-State Literacy Council is celebrating its 20th year in 2008.

It was incorporated as a non-profit organization in the State of Iowa in 1988.

The Bi-State Literacy Council serves the six counties of Scott, Clinton and Muscatine counties in Iowa, and Rock Island, Henry and Mercer counties in Illinois.
