About us

The Bi-State Literacy Council is celebrating its 20 th year in 2008. It was incorporated as a non-profit organization in the State of Iowa in 1988. Since its inception, the Council has been a coalition of representatives from economic institutions, business, labor, human service organizations and libraries who recognize that by partnering they can better fight illiteracy in the Council service area. The Bi-State Literacy Council serves the six counties of Scott, Clinton and Muscatine counties in Iowa, and Rock Island, Henry and Mercer counties in Illinois.
